God can be touched by the feeling of our infirmities. But He doesn't feel sorry for us. To often we try to solicit favors from God by the 'woe is me approach'.
The only way to get anything from God is to come His provided way.
God is 100% in control so He would never find Himself in a position that has taken Him by surprise and He would feel regret or sympathy.
In scripture when it says that He was sorry He created man and was going to start over, it is not a statement of new resolve but a statement expressing progression. For an eternal God cannot change His mind or else He is not eternal.
In the cases with Hezekiah, Jonah and the like there is an understanding other than God changing His mind.
God's mind don't need changing it is our mind that needs the adjustment.
