I agree.
When I was at school we was given a free Gideon Bible, however at that age I had not thought deeply about following Jesus so it was lost somewhere, however, I felt the urge to acquire another so I asked my Religious Education teacher if I could have another...he gave me one.
Sadly I no longer have it, however I have 4 Bibles so I'm not short at the moment.
Back to the original point, I think every citizen should be offered a free Bible; I think it would be surprising how many people would accept one.
