In general, I don't think that working backwards from a result to infer an intent is productive.
The thing is, people are often pretty inept and fail to appreciate any opposition. Unintended consequences seems to highlight much of man's activities. We are too short sighted and self-centered.
As far as Hitler, his problem is that he came to believe his own propaganda and labeled any opposition as wrong. His generals knew how the rest of the world would view their treatment of the Jews and tried to eliminate the evidence along with those that witnessed the horrors.
In some cases, you're right. Reverse deduction, however, is the method in how our legal system determines intent. Murder cases use this, and it's very successful in many cases in determining as to if there had been premeditation for the murder. It can solve and establish the initial intent much of the time, if not always.

To me, Hitler is just a way to try and explain evil that is front of our eyes. Most of the time we do not recognize eveil when it is standing in front of us, but He makes the explination easy.

Once it was determined that a death was at the hands of a defendant, the investigators must look for intent to differentiate between the levels of culpability and the eventual charges which could range between such things as manslaughter (which does not require intent to be proven) and negligent homicide (no direct intent, but failure to take repercussions into account), etc.
In court (and I was a juror for a murder trial and had it explained by the judge) the prosecution may jump back and forth between the conclusion as the prosecutors see it and the supporting evidence, but they can't just say that there was a murder and therefore that was what the defendant intended. You have to go the other way (prove intent or pre-meditation and justify assertion of murder as opposed to a lesser charge).
