Who Is the Fool?

According to Matthew 5:22 (NASB), "But I say to you that everyone who is angry with his brother shall be answerable to the court; and whoever says to his brother, ‘You good-for-nothing,’ shall be answerable to the supreme court; and whoever says, ‘You fool,’ shall be guilty enough to go into the fiery hell." So, who is a fool? According to Psalm 14:1 the only person who is considered a fool is the person who says there is no God. If you call anyone else a fool, especially a brother or sister it is the same as judging the belief of their heart and you are in danger of judgement. The Bible takes this very serious and so should we.
 
The Greek word translated fool here:

Strongs's Dictionary tells us that 3474 moros comes from it's base word 3466 which has a meaning of hidden, a mystery or being silent not exposing something. So moros is someone who is shut up, stupid or heedless which can mean godless.

So I would agree that this would be like calling someone godless or saying that God is not in them which Ps 14:1 and other scriptures support.
