Explaining The Baptism With The Holy Spirit

When one is born again (from above), the Holy Spirit comes INSIDE (7 passages)
“… that He may abide with you forever -- the Spirit of truth … you know Him,
for He dwells with you and will be in you.” (John 14:16-17)
“But you are not in the flesh but in the Spirit,
if indeed the Spirit of God dwells in you.” (Romans 8:9)
“But if the Spirit of Him who raised Jesus from the dead dwells in you
… through His Spirit who dwells in you.” (Romans 8:11)
“Do you not know that you are the temple of God
and that the Spirit of God dwells in you?” (1 Corinthians 3:16)
“And because you are sons, God has sent forth
the Spirit of His Son into your hearts …” (Galatians 4:6)
“That good thing which was committed to you,
keep by the Holy Spirit who dwells in us.” (2 Timothy 1:14)
“And by this we know that He abides in us,
by the Spirit whom He has given us.” (1 John 3:24)
But, this has nothing to do with being “filled” with the Holy Spirit.

When one is baptized with the Holy Spirit, the Spirit comes UPON (7 passages)
Behold, I (will) send the promise of My Father upon you; but tarry in the city of Jerusalem
until you are endued with (spiritual) power from on high.” (Luke 24:49)

Luke gives more details about the above verse:
“He commanded them not to depart from Jerusalem, but to wait for the promise of the Father
… you shall be baptized with the Holy Spirit … you shall receive (spiritual) power when the
Holy Spirit has come upon you;and you shall be witnesses to Me … to the end of the earth.” (Acts 1:4-8)

“When the Day of Pentecost had fully come … Then there appeared to them divided tongues,
as of fire, and one sat upon each of them. And they were all filled with the Holy Spirit
and began to speak with other tongues, as the Spirit gave them utterance.” (Acts 2:1-4)

“… the Holy Spirit fell upon all those (Gentiles) who heard the word
… the gift of the Holy Spirit had been poured out on the Gentiles also.
For they (Peter and his companions) heard them speak with tongues and magnify God.
Then Peter asked, ‘Can anyone forbid water, that these should not be
baptized (in water) who have received the Holy Spirit just as we have?’ ” (Acts 10:44-48)

Peter recalls the experience with the Gentiles above:
“… the Holy Spirit fell upon them (the Gentiles), as upon us (the Jews) at the beginning.
Then I remembered the word of the Lord, how He said, ‘John indeed baptized with water,
but you shall be baptized with the Holy Spirit.’ … God gave them the same gift
as He gave us when we believed on the Lord Jesus Christ …” (Acts 11:15-17)

“… they (the Ephesian disciples) were (water) baptized in the
name of the Lord Jesus. And when Paul had laid hands upon them,
the Holy Spirit came upon them, and they spoke with tongues and prophesied …” (Acts 19:5-6)

Normally, manifestations confirm the baptism with the Holy Spirit:
“Now when the apostles who were at Jerusalem heard that Samaria had
received the word of God, they sent Peter and John to them*, who when
they had come down, prayed for them* that they* might receive the Holy Spirit.
For as yet He (the Holy Spirit) had fallen upon none of them*.
They* had only been baptized in the name of the Lord Jesus.
Then they laid hands on them*, and they* received the Holy Spirit.
And when Simon saw that through the laying on of hands the Holy Spirit
was given, he offered them money …”(Acts 8:14-18)*the Samarians
The Samarians had received, believed, and had been water-baptized.
Peter and John laid hands on them and prayed that they be Spirit-baptized.
And poor Simon saw the results.

Key words in the 7 passages above:
Luke 24:49 (future) -- upon, power
Acts 1:4-8 (future) ---- upon, power, H.S.baptism
Acts 2:1-4 ---------------- upon, tongues, filled
Acts 8:14-18 –----------- upon
Acts 10:44-48 ---------– upon, tongues
Acts 11:15-17 –--------- upon, H.S.baptism
Acts 19:5-6 -------------- upon, tongues

The baptism with the Holy Spirit is an ANOINTING for a special task or service.

However,sorry, I am not sure what exactly you are wanting to point out.
Is it to do with 'Manifestations'? What are the limits as you understand them to be? Are they limited to or defined by the experiences as outlined in the New Testament, or do you think that there could be a much broader range of experiences?

In the NT churches, one had to have it to be in one of the 5-fold ministries listed in Eph 4:11.

By each Church I mean, each fellowship group ie. every Church in every suburb, county, hamlet, village etc. Or do you think that all the gifts just need to be represented in any one Church of each of the orthodox denominations (maybe on a per state or per district basis)?
Just genuinely interested in your views.

IMO, absolutely nothing is mandatory at all.
It's all the Lord's doing. And do I know what He's doing?

For 5 years, my wife and I attended a small genuine Charismatic church
where the pastor and wife had all 9 of these gifts between them.

The nine gifts listed are not an exhaustive list. Paul just listed a few. The Holy Spirit gives as He so desires to fulfill a purpose. He even made a donkey talk once.

I agree fully with evangelist here in that the gifts are given for service, they are not given so we can keep them for ourselves, they are given to empower the church to be effective in expanding the kingdom of God. If we look at the first 500 years of church history and the rapid expansion of the kingdom, this is attributed to the gifts given by the Holy Spirit. In my opinion, no church can be fully effective without relying fully on the Holy Spirit. Actually every single Christian should desire to have some gifts so they can be effective in their personal ministry and help build the church.

I tried to get this out of EV but failed. The gifts of the Holy Spirit are given at His discretion and not given as though filling out a shopping list at the grocer.

Yup, but we should desire the gifts for service. We should ask the Holy Spirit to give us the gifts. If the desire is in our hearts to serve Christ with the passion of Paul who considered it painful not to preach the gospel, then we will see the Holy Spirit in action.

In my opinion, what separates us from the early church is a passion to preach the gospel. They were prepared to preach it under the threat of death, today on the other hand it is a mission just to get people to fast for one day.
 
IMO, there is a prerequisite for receiving any of these 9 spiritual power gifts (1 Cor 12),
and that is the baptism with the Holy Spirit (with the initial evidence of speaking in tongues).

Jesus gives this to some without their asking for it.
For others, it requires some serious asking (tarrying) like the 120 did prior to the Day of Pentecost.
Don't forget the persistent widow.
And don't forget Jesus' promise relating to asking, seeking, knocking in Matthew 7:7-11.

There's no reason to consider the "List of 9" in 1 Cor as being "Inclusive", in fact it's a mixed list of Specific empowerments (like "Word of Wisdom"), and Categories (like "Prophesy" which essentially INCLUDES gifts like "Word of Wisdom", Word of Knowledge", "Interpretation", "Tongues"), or "Miracles" that covers any number of specific empowerments.

What I always point out is that when you have spoken in a "Tongue" that you don't understand, but somebody hearing you DOES understand, and when the utterance is a prophesy which SAVES THE LIFE of the one hearing it - You've accomplished in the Spirit the same ministry that a donkey did in the Old Testament. the Gifts of the Spirit (Charismata) have operated among God's people since the beginning.

ANY Christian can be empowered by the Holy Spirit at ANY time to perform any miraculous ministry that God wants to have done. The "Giftings" are burdened by the Holy Spirit as HE wills for the purpose of ministry/edification/guidance to the Body of Christ. nobody "HAS" gifts in terms of "ownership", but certain people may be enabled to manifest certain specific gifts with regularity (as in "Healing Ministries").
