Lust falls under the commandment adultery. I'm terrible at quotting scripture, but I believe it was said "any man who looks at a woman lustfully, has already commited adultury with her in his heart.
So yeah, lust is definatly a sin. Its definatly one that we ALL deal with, especially men.
