What is a News Feed?

While exploring the site, I run across this News Feed. By nature I like to discover something on my own and make full use of the resources available, but in this matter I'm stumped.
 
If you are referring to the sub tab in the New Posts section, that will be active only if you FOLLOW another member's posts. If you do not follow anyone, that area will contain no info.
