Ok my new library thankfully does not have prison chairs. It has blue cushiony chairs, and swivel chairs at the study desks, and four couches, one green suede and the other black leather (or is it vinyl?)
Unfortunately, children who think they are clever and lean back on the blue cushiony chairs end up tipping over and hurting themselves. This is why I don't like chairs that much. Also it is a huge job pushing in chairs under tables that don't have wheels.
