Are We Our Brothers' Keepers?

When I think of "brother's keeper", I don't think it is meant or applied to the warden or jailkeeper idea of the phrase. Or even in the modern sense, when we say, "it's not my time to watch him./her." Shouldn't there be joy and thanksgiving - celebrating even, in reaching out to those who need help? Just wondering.
