John 14:17 Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.l
Someone who is not saved cannot receive the Holy Spirit.
Luke 13:3 I tell you, Nay: but, except ye repent, ye shall all likewise perish.
Romans 10:8 But what does it say? “The word is near you, in your mouth and in your heart”[a](that is, the word of faith which we preach): 9 that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.
To make sure you are born again, ready for heaven and in right fellowship with the God, repeat this prayer outloud and mean it with all your heart.
Jesus, I believe you are the Son of God and that You died for me and rose from and dead so I can be saved. I turn from sin and ask you to be the Lord of every part of my life. Thank you for forgiving all my sins. Help me live a life that is pleasing to you.
If you have repented and received Jesus, that is all that is necessary to receive the Baptism of the Holy Spirit. We do not pray or beg God to give us the Holy Spirit. He was pouring out into this world on the day of Pentecost and is already here. Now it’s up to us to ASK Jesus baptize us with the Holy Spirit and RECEIVE Him.

Acts 8:14 Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost
First they receive the gospel preached and were saved; then they received the baptism of the Holy Spirit.
Acts 8:17Then they laid hands on them, and they received the Holy Spirit.
Acts 2:4And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
The Spirit will not overwhelm you and force you say something. It said THEY spoke, YOU do the speaking. You use your mouth, tongue and lift your voice just like you do anytime you speak. It won’t be like a radio playing out of your mouth. He only gives you the words or sounds and you cooperate with Him by speaking it out; sounds, broken syllables, or phrases, whatever He gives you, as He moves and puts words upon your lips and tongue. It can be a full language or just few words, as a child learns only a few words at a time. It doesn’t matter keep speaking and He will give you more.
Someone who have received the baptism can lay hands on you and pray that you receive now. As soon as hands are laid on you expect the Holy Spirit will come up on you and you will speak in tongues.
John 7:37 In the last day, that great day of the feast, Jesus stood and cried, saying, If any man thirst, let him come unto me, and drink. 38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.
Jesus said to drink and you can’t drink with your mouth closed, you open your mouth and take it in. It may seem it comes up and out of you.
In Acts 16 Paul laid hands on them, the Holy Spirit came on them and they spoke with tongues.
Have someone who have received the baptism pray for you and you repeat the prayer with them. Close you eyes, lift your hands in surrender, asking Jesus to baptize you with the Holy Spirit and say : “As soon as hands are laid on me I expect the Holy Spirit will come up on me and I will receive and speak in tongues'
When hands are laid on you , take a deep breath, as if receiving Him into you, filling you up and as you breathe out, the overflow come out in tongues as you speak out the sounds the Holy Spirit gives you.
Everyone’s experience is different so don’t be hindered by expecting it to be spectacular. It’s not a feeling, but by faith, like everything else we do. It is receiving and yielding in cooperation with the Spirit, speaking it out sounds or syllables what He gives you as He moves on your lips and tongue. It can be a few words or a lot, that doesn’t matter just keep speaking them and he will give you more.
Don’t talk in English if that is the language you always speak, nor any language you have learned. This will be a supernatural language you have never known how to speak. You can’t talk two languages at once, only speak out the sounds, words He gives you. It does not matter how it sounds to you, the Lord knows what you are saying.
After you receive and pray in tongues the devil whispers in everyone’s ear and says its t not real or it was just you. He tries to make you think that to get you to quit praying in tongues because its powerful and he doesn’t know what you are saying. It was the words of the Holy Spirit you were speaking. Don’t believe him, he is a liar
You can pray in tongues when ever you want just like when you want to pray in English ( or known native language). When you are alone with the Lord, worship Him and the Holy Spirit is in you to flow out again when you yield and speak out in faith, trusting Him to give you the utterance.
