I would like to add a taste of history surrounding Hosea's writing:

The events surrounding the Prophet Hosea was near the end of
Jeroboam's reign and the beginning of Hezekiah's (753 BC-715 BC).
The northern kingdom's fall for their spiritual adultery was well
deserved as God's peoples' hearts were far from Him. But God's
boundless love for His people would not end there.

Even in a political or spiritual drought God is still God and loves
His children.
