Prov 17:17 A friend is always loyal, and a brother is born to help in time of need. (NLT) or as the KJV and most others say A friend loves at all times, and a brother is born for adversity.

Proverbs 17 is a little different though in that this describes someone that loves at all times, but your quote

I did a search online and found that Elbert Hubbard said something similar to this quote:

A friend is someone who knows all about you and still loves you.​
