John7:37 In the last day, that great day of the feast, Jesus stood and cried, saying, If any man thirst, let him come unto me, and drink. 38He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. 39(But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)
Jesus said if they came to Him He would give them the Holy Spirit. He liken this to rivers of water flowing out of your inner most being. From deep down inside it comes up and overflows. John the baptist said:
Mark 1:8I indeed have baptized you with water: but he shall baptize you with the Holy Ghost.

On the day of Pentecost the Spirit was given and they began to pray in tongues as the sprit gave them the utterance.
Acts 2:1And when the day of Pentecost was fully come, they were all with one accord in one place. 2And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. 3And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. 4And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance
This is refered to in the Isaiah, speaking of the Spirit who was to come.
Isaiah 28:11For with stammering lips and another tongue will he speak to this people. 12To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear.
Some may not listen and heed His call but if you are thirsty, He will fill you to overflowing with the Spirit. Jesus calls us to come to the Living Water. But only you can drink, He won’t make you do it. The overflow of that River is the language of the Spirit flowing out of us, refreshing to our soul.
1 Corinthians 14:4He that speaketh in an unknown tongue edifieth himself; but he that prophesieth edifieth the church
Jude 1:20But ye, beloved, building up yourselves on your most holy faith, praying in the Holy Ghost
How do we come and how can we receive Him? Only those who have been born again and know Jesus is their Lord can receive the Spirit. Those who have turned from sin and turned to Jesus, receiving Him as their Lord
Romans 10:9that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.
After you are saved by doing this, just ask Him and He will baptize you with the Holy Spirit.
Acts 2:39For the promise is unto you, and to your children, and to all that are afar off, even as many as the LORD our God shall call
