I would say they are Jewish believers whose faith was waning due to the present persecution.
Could you comment on my comment about the angels mainly being 'ministers' of the Word? Heb 2:1-4

Hebrews 2:1-4.........
"Therefore we ought to give the more earnest heed to the things which we have heard, lest at any time we should let them slip. 2
For if the word spoken by angels was stedfast, and every transgression and disobedience received a just recompence of reward;
How shall we escape, if we neglect so great salvation; which at the first began to be spoken by the Lord, and was confirmed unto us by them that heard him; God also bearing them witness, both with signs and wonders, and with divers miracles, and gifts of the Holy Ghost, according to his own will?"
"Therefore we ought to give the more earnest heed to the things which we have heard," would go back to chapter 1:1-2........
"God, who at sundry times and in divers manners spake in time past unto the fathers by the prophets, 2 Hath in these last days spoken unto us
by his Son, whom he hath appointed heir of all things, by whom also he made the worlds;".
This was spoken of to the APOSTLES because we read in Hebrews 2:3........
"
which at the first began to be spoken by the Lord, and was confirmed unto us by them that heard him;:.
Because what Jesus said was superior to the Old Test. prophets AND Angels, and came from Jesus who is superior to angels, we are to pay particular attention to what HE says.
So then.....when the 2 angels came to Sodom and said to that city that it would be destroyed, Sodom WAS destroyed just as they said it would be = "
The word spoken by angels was stedfast".
The word spoken also speaks to the Law of God. Galatians 3:19 says.........
"Wherefore then serveth the law? It was added because of transgressions, till the seed should come to whom the promise was made; and it
was ordained by angels in the hand of a mediator."
What ever an angel said....was direct from God and therefore it was STEDFAST = TRUE.
Since the writer was speaking to Hebrews and what he said about them was true in their understanding, THEN whatever Jesus said was more important that what any angel said based on the fact that Jesus created the angels.
